Wildfires in the Face of Climate Change: Increasing and Intensifying

Past three decades have seen steady increase in fires, drought in Western US due to climate change

View of the 91 Freeway Fire, California (Via Flickr / Eric Nielson / Creative Commons license)Over the past 30 years wildfires have consistently become larger and more frequent in the Western U.S.—increasing by a rate of seven fires each year, a problem that shows no sign of stopping any time soon, according to research conducted by the University of Utah.
Using satellite images, the researchers found the total breadth of these fires has grown by a rate of nearly 90,000 acres per year—roughly equivalent to the size of Nevada.
This increasing problem is most likely tied to rising temperatures and extreme drought related to climate change, according to the report, which will be published in Geophysical Research Letters by the American Geophysical Union.
"These trends suggest that large-scale climate changes, rather than local factors, could be driving increases in fire activity," the scientists write. "The study stops short of linking the rise in number and size of fires directly to human-caused climate change. However, it says the observed changes in fire activity are in line with long-term, global fire patterns that climate models have projected will occur as temperatures increase and droughts become more severe in the coming decades due to global warming."
"Most of these trends show strong correlations with drought-related conditions which, to a large degree, agree with what we expect from climate change projections," said Max Moritz, a co-author of the study and a fire specialist at the University of California-Berkeley Cooperative Extension.
"But we are seeing a trend across the region. We are seeing it in deserts and grassland. The fact that we are seeing it in so many different ecosystems tells us something bigger is going on here," said the report's lead author Philip Dennison.
Earlier this week, as climate expert Jeff Masters notes, another group of Utah researchers detailed how this year's "remarkably extreme jet stream pattern" in North America, known as the "polar vortex," not only brought cold air to the Midwest and Eastern U.S., but also a "ridiculously resilient ridge" of high pressure over California, bringing the worst winter drought in record to California.
That same study found that this "vortex" was the most extreme on record, "and likely could not have grown so extreme without the influence of human-caused global warming," writes Masters.
"There is a traceable anthropogenic warming footprint in the enormous intensity of the anomalous ridge during winter 2013-14, the associated drought and its intensity," the study notes.
Looking ahead, the California Department of Forestry and Fire Protection said this week that California could have its most severe fire season of all time this year, issuing warnings to homeowners to prepare earlier than usual for the fire season.
“Over the next couple of months almost all of Northern California's gonna be at an above average potential for large and damaging wildfires," Cal Fire spokesman Daniel Berlant told the station. “These drought conditions that we're seeing are absolutely playing a huge factor in the size and the number of wildfires we're responding to.”

Leaked draft of latest IPCC report obtained by Guardian sheds light on drastic gas emissions from coal-fired plant

"Global GHG [greenhouse gas] emissions have risen more rapidly between 2000 and 2010," says the leaked portion of the the draft report obtained by the Guardian, adding, "Current GHG emissions trends are at the high end of projected levels for the last decade."
According to the report, the drastic upswing in emissions is largely due to an increased reliance on coal-fired power plants.
As Suzanne Goldenberg at the Guardian reports, there are over 1,000 new plants under construction around the world, with most arising in China and India. As the IPCC research highlights, those plants are largely supplying power for factories making goods for the U.S. and Europe.
Countries such as Germany, Britain and France have also significantly increased coal burning.
The latest draft says emissions grew 2.2% per year between 2000 and 2010, compared to 1.3% per year over the previous three decades.
And between 2010 and 2011 emissions grew 3%.
This noted increase in emissions coincides with a recent report released by the UN's World Meteorological Organization (WMO), which said 13 of the 14 warmest years on record occurred in the 21st century.
That report said the extreme weather systems wreaking havoc across the world would have been "virtually impossible" without man-made climate change, caused by greenhouse gas emissions.
The IPCC's leaked draft comes as the third part of the the panel's extensive climate change assessment, which has been released in portions over the past year.
The scientists are in Berlin this week finalizing the research and will release a "Summary for Policymakers" of the "Working Group III contribution to the Fifth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC)" in a press conference in Berlin on Sunday.
"This third part was supposed to be focused on solutions," writes Goldenberg. "Instead, the report made increasingly clear the large and growing gap in the scale of the threat and the readiness of those solutions."
What little solutions are offered in the report were criticized earlier this week by a British environmental organization, which also recently reviewed the draft. The group said many of the climate fixes suggested by the IPCC, such as bioenergy and carbon capture, are "largely untested" and "very risky" and could "exacerbate" climate change, agricultural problems, water scarcity, soil erosion and energy challenges, "rather than improving them."

Solartopia! Winning the Green Energy Revolution

High above the Bowling Green town dump, a green energy revolution is being won. It’s being helped along by the legalization of marijuana and its bio­fueled cousin, industrial hemp.
But it’s under extreme attack from the billionaire Koch Brothers, utilities like First Energy (FE), and a fossil/nuke industry that threatens our existence on this planet.
Robber Baron resistance to renewable energy has never been more fierce. The prime reason is that the Solartopian Revolution embodies the ultimate threat to the corporate utility industry and the hundreds of billions of dollars it has invested in the obsolete monopolies that define King CONG (Coal, Oil, Nukes & Gas).
The outcome will depend on your activism, and will determine whether we survive here at all. Four very large wind turbines in this small Ohio town are producing clean, cheap electricity that can help save our planet. A prime reason they exist is that Bowling Green has a municipal­owned utility. When it came time to go green, the city didn’t have to beg some corporate­owned electric monopoly to do it for them.
In fact, most of northern Ohio is now dominated by FirstEnergy, one of the most reactionary, anti-­green private utilities in the entire US. As owner of the infamous Davis­Besse reactor near Toledo, FE continually resists the conversion of our energy economy to renewable sources. Except for the occasional green window­ dressing, First Energy has fought fiercely for decades to preserve its unsafe reactors while fighting off the steady progression of renewable generators.
FE’s obstinance has been particularly dangerous at Davis­Besse, one of the world’s most profoundly unsafe nukes. To the dismay even of the Nuclear Regulatory Commission and other notoriously docile agencies, undetected boric acid ate nearly all the way through a reactor pressure vessel and threatened a massive melt­down/explosion that could have irradiated the entire north coast and the Great Lakes. FE’s nuke at Perry, east of Cleveland, was the first in the US to be substantially damaged by an earthquake.
Both Perry and David­Besse are in the stages of advanced decay. Each of them is being held together by the atomic equivalent of duct tape and bailing twine. A major accident grows more likely with each hour of operation.
Small wonder the nuclear industry has been shielded since 1957 by the Price-­Anderson Act, which limits corporate liability in any reactor disaster to less than $15 billion, a drop in the bucket compared to what has already happened at Chernobyl and Fukushima, and could happen here.
Should either of those reactors blow, FE and other investors will simply not have to pay for the loss of your home, family or personal health. Should that federal insurance be removed, the reactors would shut soon thereafter since for the last 57 years, no private insurers have stepped forward to write a policy on these reactors.
As for the wind turbines in Bowling Green, there are no such problems. With zero federal insurance restrictions, they initially came in ahead of schedule and under budget. They have boosted the local economy, created jobs and produced power is that is far cheaper, safer, cleaner and more reliable than anything coming out of the many nearby trouble­plagued burners of fossil and nuclear fuels.
Throughout the world similar “miracles” are in progress. According to the Federal Energy Regulatory Commission, 92 percent of the new electrical generating capacity installed in the US in the first two months of 2014 was renewable.
That includes six new wind farms, three geothermal facilities, and 25 new solar plants. One of those wind installations is a 75 megawatt plant in Huron County, Wisconsin.
Four solar arrays will produce 73 megawatts for Southern California Edison, which was just forced by a grassroots upsurge to shut its two huge reactors at San Onofre, between Los Angeles and San Diego.
SoCalEd and the people of southern California are now in the process of filling that void with a wide range of renewable installations. Many home owners will be doing it by installing solar panels on their rooftops, a rapidly advancing technology that is proving extremely cost-­effective while avoiding production of millions of tons of greenhouse gases and radioactive waste.
By comparison, according to one report, new development in “fossil fuel ­based infrastructure was almost non­existent for January and February, with only one natural gas facility brought on line.”
Across the nation, public opinion polls show an accelerating embrace of renewables. According to a Gallup Poll taken last year, more than 70 percent of Americans want more emphasis put on solar and wind power, well over twice as many as embrace coal (31 percent) and nearly twice as many as those who support new nukes (37 percent).
And here Wall Street agrees with Main Street. Despite gargantuan federal subsidies and its status as a legal fiefdom unto itself, major investors have shunned atomic energy. The smart money is pouring toward Solartopia, to the tune of billions each year in new invested capital.
There have been the inevitable failures, such as the infamous Solyndra which left the feds holding more than a half-­billion in bad paper.
But such pitfalls have been common throughout the history of energy start­ups, including all aspects of the fossil/nuke industry. And in solar’s case, Solyndra has been dwarfed by billions in profits from other green investments.
Ironically, one of the biggest new fields ­­­advanced bio-­fuels ­­­is being opened by the legalization of marijuana and its industrial cousin, hemp. Hemp was the number two cash crop (behind tobacco) grown in the early American colonies. Both George Washington and Thomas Jefferson were enthusiastic cultivators. Jefferson wrote passionately about it in his farm journal, and Washington took pains to import special seed from India.
As a crop with many uses, hemp has been an essential player in human agriculture for 50 centuries.
In early America, hemp’s primary early service was as feedstock for rope and sails for ships. But it was also used to make clothing and other textiles. Ben Franklin processed it in his first paper mill. And it has wide applications as a food crop, especially thanks to the high protein content of its seeds, which are also a core of the bird feed business.
Some of the early colonies actually required farmers to grow hemp. During World War II the military commandeered virtually the entire state of Kansas for it, using it primarily for rope in the Navy.
But since then it has been almost everywhere illegal.
There are many theories behind why, including a belief that the tree ­based paper industry does not want to compete with hemp feedstock, which­­­ as Franklin knew­­­ makes a stronger paper, and can be grown far more cheaply and sustainably.
China, Japan, Germany, Rumania and other nations have long been growing hemp with great profit. Canada’s annual crop has been valued at nearly $500,000,000. Estimates of its domestic consumption here in the US run around $550,000,000, all of it imported.
The US hemp industry is widely regarded as an innocent by­stander in the insane war against marijuana. (Some believe that because it threatens so many industrial interests, hemp is actually a CAUSE of marijuana prohibition).
But because marijuana prohibition seems finally to be on the fade, the laws against hemp cultivation are falling away. The national farm community is in strong support, for obvious reasons. Hemp is extremely easy to grow, does not require pesticides or herbicides (it’s a weed!) and has centuries of profitability to back it up.
When Colorado legalized recreational pot it also opened the door for industrial hemp, with the first full­ on crop now on its way in. Washington state is following suit. In Kentucky, right ­wing Republican Senators Rand Paul and Mitch McConnell both strongly support legalization. The federal law against its cultivation in states where it’s being legalized has now eased.
Hemp’s role in the Solartopian revolution is certain to be huge. The oil content in its seeds make it a prime player in the booming bio-­fuels industry. The high cellulosic content of its stems and leaves mean it might also be fermented into ethanol. (The stalks and stems are also highly prized as building materials and insulation).
There has been strong resistance to bio-­fuels now derived from corn and soy, for good reason. Those are food crops, and their use for industrial fuel has pitted hungry people against automobiles and other combustion technologies, bringing on rising prices for those who can least afford them.
Corn and soy are also extremely inefficient as fuel stocks (corn is far worse). In a world dominated by corporate agri­business, they are generally raised unsustainably, with huge quantities of pesticides, herbicides and petro-­based fertilizers. None of those are required for hemp, which is prolific, sustainable and can be raised in large quantities by independent non­corporate growers.
Along with on­going breakthroughs in other feedstocks (especially algae) hemp will be a major player in the Solartopian future. As pot inches its way toward full legalization, we can reasonably expect to see a revolution in bio­-fuels within a very few years.
Likewise wind and solar. Windmills have been with us for at least five centuries. Coming from the plains of Asia, they covered our own Great Plains in the Great Depression and have rapidly advanced in power and efficiency. Newly installed turbine capacity is far cheaper than nukes and has recently surpassed all but the dirtiest of fossil fuels. As at Bowling Green, installation can be quick and efficient. Actual output often exceeds expectation, as do profits and job­creation.
But the real revolution is coming in photo­voltaics (PV). These technologies ­­­and there’s a very wide range of them ­­­convert sunlight to electricity. Within the next few decades, they will comprise the largest industry in human history. Every home, office, factory, window, parking lot, highway, vehicle, machine, device and much more will be covered and/or embedded with them. There are trillions of dollars to be made.
The speed of their advance is now on par with that of computing capability. Moore’s Law ­­­which posited (correctly) that computing capacity would double every two years ­­­is now a reality in the world of PV. Capacity is soaring while cost plummets.
It’s a complex, demanding and increasingly competitive industry. It can also be hugely profitable. So there’s every technological reason to believe that in tandem with wind, bio-­fuels, geo­thermal, ocean thermal, wave energy, increased efficiency, conservation and more, the Solartopian revolution in clean green PV power could completely transform the global energy industry within the next few years.
“Only flat­earthers and climate­deniers can continue to question the fact that the age of renewable energy is here now,” says Ken Bossong, executive director of the Sun Day Campaign.
But there’s a barrier ­­­King CONG, the Robber Baron energy corporations. In fact, the Koch Brothers and their fossil/nuke cohorts are conducting a vicious nationwide campaign against renewables. It puts out all sorts of reasons for the bloviators to blurt.
But the real motive is to protect their huge corporate investments.
Because what’s really at stake here is the question of who will control the future of energy ­­­King CONG, or the human community.
Though it would seem it could also be monopolized, Solartopian energy is by nature community ­based. Photovoltaic cells could be owned by corporations, and in many cases they are.
But in the long run PV inclines toward DG (distributed generation). The nature of roof­top collectors is to allow homeowners to own their own supply. The market might incline them at various stages to buy or lease the solar cells from a monopoly.
But in real terms, the price of PV is dropping so fast that monopolization may well become moot. As futurist Jeremy Rifkin puts it more generally his “Rise of Anti­Capitalism.” “The inherent dynamism of competitive markets is bringing costs so far down that many goods and services are becoming nearly free, abundant, and no longer subject to market forces. While economists have always welcomed a reduction in marginal cost, they never anticipated the possibility of a technological revolution that might bring those costs to near zero.”
But that’s what’s starting to happen with photovoltaic cells, where fuel is free and capital costs are dropping low enough that the utility industry and its fossil/nuke allies can’t quite grab control.
When individual building owners can generate their own PV power, when communities like Bowling Green can own their own windmills, when small farmers can grow their own hemp­based fuel, who needs King CONG?
We know this powerful beast will fight against the renewable revolution right down to its last billion, especially now that American elections are so easily bought and stolen. Defending the green ­powered turf will not be easy.
But sooner or later, if we can survive fracking, the next few Fukushimas and the oil spills after that, Solartopia must come.
Our economic and our biological survival both depend on it.

Dear Humanity, Time Is Running Out

Next and final chapter in IPCC climate change assessment will say window is fast closing for society to respond to worst impacts of fast-warming planet

Avoiding dangerous climate change will require not just rapid reductions in fossil fuel use but also a revolution in the structures of our economies and societies, according to a momentous UN scientific report on climate change to be released next week in Berlin. (Photo: Shutterstock)The next chapter of the UN climate panel's scientific report on global warming is due out next week in Berlin, but a draft of the document seen by the Reuters news agency reveals that the main message for humanity and society is simply this: time is running out.
According to Reuters:
Government officials and top climate scientists will meet in Berlin from April 7-12 to review the 29-page draft that also estimates the needed shift to low-carbon energies would cost between two and six per cent of world output by 2050.
It says nations will have to impose drastic curbs on their still rising greenhouse gas emissions to keep a promise made by almost 200 countries in 2010 to limit global warming to less than 2 degrees Celsius over pre-industrial times.
This third chapter of the Intergovernmental Panel on Climate Change (IPCC)’s Fifth Assessment Report will move away from the causes and scientific consensus of climate change (covered in the first chapter) and the impacts of global warming and changing climate patterns (covered in the second), and focus on the possible steps that can be taken to avoid the very worst case scenarios that scientists have set forth.
To avoid these dangers, the report will say, society will not only need to rapidly reduce use of fossil fuels, but also revolutionize the structures of its economies, food systems, and energy grids.

What this next chapter will highlight is that for all the alarming warnings generated by the scientific community and confirmed by the IPCC's comprehensive analysis of that science, is that world government's and the powerful private sector have done next to nothing to meet the challenge now before humanity.
“So far, world leaders have sorely lacked the political will to make the shift to low-carbon societies," said Dipti Bhatnagar, Friends of the Earth International Climate Justice and Energy coordinator, as she responded to the latest IPCC draft.
According to Agence France-Presse, which also saw a draft of the chapter, the panel suggests there is a 15-year window for affordable action to safely reach the UN's warming limit of two degrees Celsius.
“Scientists confirm that we must take urgent steps to avoid triggering catastrophic climate change and its irreversible impacts on humans and ecosystems. Real solutions to the climate crisis are already available. We need community-based energy solutions, energy efficiency and reduced consumption levels, not dangerous energy sources like fossil fuels or nuclear power,” said Inga Roemer of Friends of the Earth Germany / BUND.
Roemer was responding to potentially controversial aspects of the IPCC recommendations, which may include the use of nuclear energy to offset the imperative of scaling back reliance on fossil fuels. Environmentalists have largely rejected those in the scientific community who have suggested that nuclear power —even if "done right" and safer—is a realistic and responsible solution to the carbon-based energy system.
For all the warnings, however, what environmentalists and climate activists are calling for is the paradigm shift that the science—and the economic implications of the fossil fuel industry—have long been showing is necessary.
As green activist and author Rebecca Solnit writes at the Guardian on Monday, the consistent and current refusal by governments and industry to address the crisis of human-caused climate change should be called what it is: violence against humanity and planet Earth itself.
Solnit writes:
Climate change is anthropogenic – caused by human beings, some much more than others. We know the consequences of that change: the acidification of oceans and decline of many species in them, the slow disappearance of island nations such as the Maldives, increased flooding, drought, crop failure leading to food-price increases and famine, increasingly turbulent weather. (Think Hurricane Sandy and the recent typhoon in the Philippines, and heat waves that kill elderly people by the tens of thousands.)
Climate change is violence.
So if we want to talk about violence and climate change – and we are talking about it, after last week's horrifying report from the world's top climate scientists – then let's talk about climate change as violence. Rather than worrying about whether ordinary human beings will react turbulently to the destruction of the very means of their survival, let's worry about that destruction – and their survival. Of course water failure, crop failure, flooding and more will lead to mass migration and climate refugees – they already have – and this will lead to conflict. Those conflicts are being set in motion now.
What comes next, Solnit says, is entirely up to humanity's capacity to admit the problem, call it by its true name, and then systematically and aggressively address it.
"That's a tired phrase, the destruction of the Earth," admits Solnit. "But translate it into the face of a starving child and a barren field – and then multiply that a few million times."

Fukushima: Radioactive Seafood in Canadian Grocery Stores

Radioactive seafood isn’t foreign to Canadian grocery stores, but we have no research and development professionals to thank for that information—just a 10th grader from Alberta.
Bronwyn Delacruz of Grande Prairie Composite High School in Alberta made her discovery with the help of a $600 Geiger counter her father purchased and the need to complete a science project. She told Metro Canada that she decided to test the radioactivity of seafood—mostly seaweed—because she was shocked to learn that the Canadian Food Inspection Agency (CFIA) stopped testing imported foods in that manner the year after the Fukushima nuclear disaster in Japan.
“Some of the kelp that I found was higher than what the International Atomic Energy Agency sets as radioactive contamination, which is 1,450 counts over a 10-minute period,” she said. “Some of my samples came up as 1,700 or 1,800.”

 According to the Daily Herald TribuneBronwyn tested more than 300 seaweed samples, including 15 brands exported from Japan, China, California, Washington, New Brunswick and British Columbia. Her work earned her gold honors at a regional science fair in Peace River, Alberta. In May, she will compete nationally in Ontario.
“I’m kind of concerned that this is landing in our grocery stores and that if you aren’t measuring it, you could just be eating this and bringing home to your family,” Bronwyn said.
The CFIA’s website says that it found more than 200 seafood samples in 2011 and 2012 that were “found to be below Health Canada’s actionable levels for radioactivity.” That was enough to lift the country’s enhanced import controls.
“No additional testing is planned,” the site reads.
According to Miles O’Brien, it’s the same scenario in the U.S. One of his recent PBS reports revealed that scientists from the Woods Hole Oceanographic Institute were turned down after requesting minimal federal support by five agencies. There are no federal agencies conducting comprehensive, on-the-ground analyses of how much Fukushima radiation has made its way into the air and oceans of the U.S.
In October, Dr. David Suzuki predicted that it would take three years from the time of the incident for the radiation plume to reach the West Coast. That would have been in the past month. That concept wasn’t lost on young Bronwyn.
“The way the currents and the radiation would arrive in Canada, it wouldn’t arrive until now, about 2014 or 2013,” she said.
In 2012, the Vancouver Sun reported that cesium-137, the radioactive form of cesium, was found in various seafood products that were imported from Japan, including:
• 73 percent of the mackerel
• 91 percent of the halibut
• 92 percent of the sardines
• 93 percent of the tuna and eel
• 94 percent of the cod and anchovies
• 100 percent of the carp, seaweed, shark and monkfish
“Any amount of leaked radiation is harmful to the planet and the health of all species, including humans,” Suzuki wrote. “A major release of radioactivity, such as that from Fukushima, is a huge concern, with unknowns remaining around long-term health risks such as cancers.”

The United Nations Intergovernmental Panel on Climate Change has issued its most dire warning yet about how greenhouse gases have driven up global temperatures and extreme weather, while threatening sources of food and water. "Throughout the 21st century, climate-change impacts are projected to slow down economic growth, make poverty reduction more difficult, further erode food security, and prolong existing and create new poverty traps, the latter particularly in urban areas and emerging hot spots of hunger," the report says. We are joined by two climate scientists who helped write the IPCC’s report: Princeton University Professor Michael Oppenheimer and Saleemul Huq, a climate scientist at the International Institute for Environment and Development in London. We are also joined by Tim Gore, head of policy for Food and Climate Justice at Oxfam. "[Fossil fuel companies] are the drug suppliers to the rest of the world, who are junkies and hooked on fossil fuels," Huq says. "But we don’t have to remain hooked on fossil fuels. Indeed, we are going to have to cut ourselves off from them."

NERMEEN SHAIKH: The United Nations’ top climate body has warned that human-driven climate change has impacted every corner of the globe, with the poorest suffering the worst effects. In its latest report, the Intergovernmental Panel on Climate Change says greenhouse gases have driven up global temperatures and extreme weather, while threatening sources of food and water.
And the worst is yet to come. The report declared, quote, "Throughout the 21st century, climate-change impacts are projected to slow down economic growth, make poverty reduction more difficult, further erode food security, and prolong existing and create new poverty traps, the latter particularly in urban areas and emerging hot spots of hunger." Rajendra Pachauri, chair of the IPCC, said nobody on this planet is going to be untouched by the impacts of climate change.
RAJENDRA PACHAURI: There is a reason for the world not really neglecting the findings of this report, because they are profound. And let me repeat once again, we have said very categorically in this report, the implications for human security. We have reasons to believe that if the world doesn’t do anything about mitigating the emissions of greenhouse gases and the extent of climate change continues to increase, then the very social stability of human systems could be at stake.
AMY GOODMAN: We’re joined now by three guests. Here in New York, Michael Oppenheimer is with us, professor of geosciences and international affairs at Princeton University. He’s one of the main authors of the 32-volume report from the Intergovernmental Panel on Climate Change.
In London, Saleemul Huq joins us, a climate scientist at the International Institute for Environment and Development in London, also the director of the International Center for Climate Change and Development in Bangladesh. He’s the lead author of one of the chapters in the just-released IPCC report.
And Tim Gore is head of policy for Food and Climate Justice at Oxfam. He was a civil society observer at the recent IPCC meeting in Yokohama, Japan, joining us by Democracy Now! video stream from Sweden.
We welcome you all to Democracy Now! Let’s begin with Saleemul Huq in London. Can you talk about the significance of this report, how it differs from the previous report and the warning that it represents in the world?
SALEEMUL HUQ: Well, it’s made a significant new finding since the last report seven years ago, in that we now have very, very strong evidence of climate change actually happening all over the world on—both on land as well as in the oceans, which we didn’t have the last time around. So there’s no question that it’s already happening and we’re living in a climate-changed world already. It then goes on to make projections into the future and says that if we continue to warm at the rate that we are now, we’re heading for 4 degrees or above by the end of the century, and that is really a catastrophic scenario in terms of the potential impacts that are likely to happen. Even at a lower temperature of 2 degrees, we can still possibly manage, but there will be significant losses in certain parts of the world of ecosystems and, indeed, human lives, as well.
AMY GOODMAN: And that 2 percent, just explain for—we have a global audience, but, of course, we have a lot of Americans here, and the 2 percent is more—2 degrees, rather.
SALEEMUL HUQ: Sure. Well, it’s 2 degrees centigrade, which is over three-and-a-half degrees Fahrenheit. And that’s the temperature threshold at which the global leaders in countries around the world have agreed that we need to stay below that, under which we can probably manage to cope with the impacts in most parts of the world, although even that will be difficult in some parts of the world. But if we go well above that to 4 degrees, which is where we are headed at the moment, then we would not only double, but we increase by orders of magnitude the potential impacts, in some cases unpredictably. And that’s really what we want to avoid. And hence, what we need to be doing in the longer term is to reduce emissions of the greenhouse gases that cause the problem, so that we can bring the temperature down to 2 degrees or below and not to 4 degrees, where we are headed.
NERMEEN SHAIKH: Michael Oppenheimer, could you comment on what Dr. Saleemul Huq said, especially the significance and likely impact of a possible 4-degree change in temperature, which is where we 'e headed if present emissions aren't reduced? And also speak specifically about what this report says about the issue of food production and security.
MICHAEL OPPENHEIMER: OK, let me comment specifically on a couple of aspects of the report, which are important from the point of view of what will affect human beings. And for the first time, we have evidence that the climate changes, which we knew were happening, are actually affecting the welfare of humans. And I’ll give you two examples.
Number one, crop yields, which for a long time had been growing at the rate of 10 or 15 percent per decade and managing, therefore, to keep up with population changes and also dietary changes—people eating up the food chain—those gains have slowed and, in many areas, have been reversed, with crop yields actually decreasing in some areas. In fact, many more decreasing—crop yields decreasing in many more areas than areas where they’re increasing. And that’s a worrisome trend. And unless there are major changes in technologies—for instance, introducing genetically modified organisms or improved crops—we’re just going to have a growing shortfall between the demand and the supply of food. That’s going to lead to increasing malnutrition and perhaps starvation in some areas as the decades progress in the century.
The other interesting area is that human health is being directly affected. There are more area—there are more cases now of people dying from heat-related death related to climate change than are being saved by the warmer winters. So we’re having more heat-related deaths tied to climate change than we are benefiting from the warmer winters. Together, that presents a very difficult picture, because we are sure—we are sure that heat waves, intense heat are going to increase as we go into the future.
Those are just two examples of how, as we move from a slightly warmer world of today to—as Saleem said, a 2-degree Celsius warmer world—to a 4-degree Celsius warmer world, eventually things spin out of our control. We had better reduce the emissions that are causing the problem, while at the same time getting better at adapting to climate change, because we’re stuck with some of it.
AMY GOODMAN: Tim Gore, you’re with a nongovernmental organization, with Oxfam. You’re head of the Food and Climate Justice division of Oxfam. Talk about what this means and where justice fits into the whole issue of climate change.
TIM GORE: Sure. Well, both Saleem and Michael have outlined some of the areas of the report that we are most concerned about, as well, particularly the impacts on food and the impacts on hunger. And Saleem is absolutely right. What’s really different about this report is that it’s saying this isn’t just an issue for the future. The future projections are worrying enough, but what’s really significant here is that the report is saying that this thing—these impacts are happening now. We can already see the impact on crop yields, as Michael was saying.
But the report also is clear that we can already see the impacts of climate change on food prices. So in the years since the last IPCC report was released in 2007, we’ve seen several instances of extreme food price volatility. And each of those have been connected in some way to extreme weather events which are hitting harvests in big crop-producing areas, whether in the U.S., in Russia or in Australia and so on. And that’s a very different picture of how climate change is impacting on food than we’ve had in the past. We’ve long said that climate change is a problem for poor farmers in developing countries that don’t have the resources that they need to cope with changing seasons, changing rainfall patterns, increasing temperatures, but what we’re hearing now is that climate change is a problem for global agriculture. It’s having global implications, including on food prices. And for Oxfam, that’s a big problem, because we know that people that spend upwards of 50 percent of their incomes on food are the ones that get really badly affected when prices rise so rapidly. And that’s just a foretaste of what we can expect in the future if we don’t get a grip on climate change.
AMY GOODMAN: Tim Gore is—
TIM GORE: You asked about it being a justice problem, and I would just say that, for us, it’s intrinsically a question of justice, because not only is it the inequalities in wealth and power which are driving climate change, it’s the fossil fuel industry which is making absolutely no bones about the fact that it’s going to continue to burn fossil fuels at a rate of knots, driving greenhouse gases into the atmosphere and driving this problem. That’s a problem of inequality of wealth and power of those corporations. But it’s also—it’s the poorest, it’s the least vulnerable [sic] that are ill-prepared to cope and are going to—are already feeling those impacts first and worst. And so, if anything, climate change is set to increase the inequalities that we see on this planet, and that really is a worrying picture for us.
AMY GOODMAN: Tim Gore is with Oxfam. They just put out a report called "Hot and Hungry" on the first day of the IPCC meeting in Yokohama, Japan. We are also joined by Saleemul Huq and Michael Oppenheimer, both co-authors of the newly released [Intergovernmental] Panel on Climate Change report. We’ll come back to them in a moment.

As we talk about the new Intergovernmental Panel on Climate Change report, let’s go back to the recent U.N. climate talks in Warsaw, Poland, in 2013. We spoke with Tosi Mpanu-Mpanu, the former chair of the Africa Group at the U.N. climate change negotiations from the Democratic Republic of Congo. Mpanu spoke about developed countries’ obligations to address the impacts of climate change.
TOSI MPANU-MPANU: Well, it’s certainly not charity. I think it’s rather something along the lines of compensation, because runaway climate change is putting one billion Africans in harm’s way. Today those Africans have to go through adverse effect of a global phenomenon that they didn’t create. It’s actually creating not only droughts, floods; it’s creating conflicts, because people have to go further and further to get some water, and other people are not just welcoming them. So, Mr. Jones can drive two SUVs in the U.S., while a poor African is fighting to get some water. So it’s about doing what’s right. And it has to be done in two ways: to reduce their lifestyles, the consumption of carbon, in the North, and to provide some resources so that we can deal with the climate change phenomenon which was imposed on us.
AMY GOODMAN: I wanted to get the comments of our guests today, Saleemul Huq and Michael Oppenheimer. Michael Oppenheimer, professor at Princeton University, and Saleemul Huq, both are co-authors of the newly released Intergovernmental Panel on Climate Change report. We’re also joined in Sweden by Tim Gore of Oxfam. Saleemul Huq in London, if you can talk about the effect of climate change on the least-developed countries, sticking with this theme of how this increases disparity in the world?
SALEEMUL HUQ: That’s absolutely right. As you heard from Tosi Mpanu-Mpanu from the Democratic Republic of the Congo, poor countries have been hit hardest by the impacts of climate change and are already seeing those impacts. And there’s a group of poorest countries in the world called the least-developed countries, which are 50 of the poorest countries in the world, mostly in sub-Saharan Africa, but also in Asia, including my country, Bangladesh, and these countries are recognized to be the most vulnerable. And there are obligations that the rich world have taken on to support them and help them. They have made pledges of funding, but they haven’t met those pledges fully yet, so that’s one aspect that they need to do.
On the other hand, one of the recent, if you like, new outcomes from the Fifth Assessment Report is that these countries aren’t sitting idle. They’re actually going ahead and trying to adapt to the potential impacts of climate change and the ones that they’re seeing. I’ll give you the example of my country, Bangladesh. Bangladesh has a very far-reaching climate change strategy and action plan. They’re putting in the order of a half-a-billion dollars of their own money into implementing it. At the same time, they’re asking for international donors to match that, and they’ve matched it to about half that level. But the country is not sitting idle; they’re going ahead at community level, at national level, at sector level. And so are a number of other least-developed countries. So, in many ways, the least-developed countries are actually leading the world in trying to find ways to tackle the impacts of climate change and adapt. But there is a limit to what they can do. As I said, perhaps up to 2 degrees, they can do it, but beyond that, it’s going to be much more difficult.
NERMEEN SHAIKH: I want to go back to comments that our Oxfam guest, Tim Gore, made about fossil fuels. The largest oil and gas company in the world, ExxonMobil, just released a report after the IPCC report this week, saying that climate policies are, quote, "highly unlikely" to stop it from producing and selling fossil fuels in the near future. ExxonMobil’s report says, quote, "We believe producing these assets is essential to meeting growing energy demand worldwide, and in preventing consumers—especially those in the least developed and most vulnerable economies—from themselves becoming stranded in the global pursuit of higher living standards and greater economic opportunity." That’s a report from ExxonMobil released after the IPCC report came out this week. So, Michael Oppenheimer, could I get you to comment first on the impact of fossil fuels and what this means?
MICHAEL OPPENHEIMER: Well, first of all, the problem is caused, by and large, by burning coal, oil and, to a lesser extent, natural gas—the fossil fuels, which, by and large, power our society. It’s rather interesting that Exxon felt compelled to make any statement about it at all. What they’ve done in the past is fund groups to kick up a smokescreen of contrarian science—or contrarian non-science—to confuse the public. I think the company is slowly coming around to realizing that that won’t do much good over the long term. This is a problem that has to be grappled with. On the other hand, I don’t expect Exxon to say, "We’re going to give up the oil business." That is their business, after all. The question is: How are they going to position themselves with respect to particular U.S. political initiatives which will eventually happen again, like the bill in Congress in 2009 that was aimed at controlling emissions? Are they going to oppose President Obama’s efforts to use his regulatory authority to control emissions? Those are the key questions. The rest of it is rhetoric.
AMY GOODMAN: Well, talking about that politics, I mean, the House has approved a measure that would effectively force government agencies to stop studying climate change. The measure calls on the National Oceanic and Atmospheric Administration and related bodies to focus on forecasting severe weather, but not exploring one of its likely causes. I’m wondering if you could address this and the overall climate, if you will, in the United States—you’re a professor at Princeton University—around this pushback on whether humans are causing climate change?
MICHAEL OPPENHEIMER: Well, first of all, that’s clearly an ostrich-head-in-the-sand policy: If you pretend you can’t see it, then it’s not happening. And it doesn’t—isn’t going to do us any good, obviously. It isn’t going to stop climate change. And it’s symptomatic of, unfortunately, an attitude that we’ve seen in parts, particularly the House of Representatives, you know, where people just don’t believe in science. And that’s something that has to change, or else we can never effectively grapple not only with this problem, but a whole raft of issues in our very highly technological society. You know, what the future holds in that regard, it’s hard to tell. I’m not the first one to point out to you that this country is polarized terrifically politically. This is a problem which, if it’s going to be solved, goes to the root of our energy system. We need a bipartisan approach to solving it. And the political rhetoric and the political inaction, that is freezing everything these days, really gets in the way.
NERMEEN SHAIKH: Tim Gore, before we continue, I’d like you to talk about some of the work that Oxfam has done and its experience with people on the ground dealing with the impact of climate change. You’ve spoken specifically about an irrigation project in Zimbabwe, for instance. Could you talk about the impact already being felt in many parts of the world as a consequence of climate change?
TIM GORE: Yeah, absolutely. And, you know, Oxfam is working in many countries right around the world already grappling with those impacts, with small-scale farmers across sub-Saharan Africa, working with them to understand how the seasons are changing, what that means for their cropping patterns, helping them to think about different seeds, different planting regimes, helping with small-scale irrigation schemes. Actually, in Bangladesh, in Saleem’s country, Oxfam is doing a lot of work on early warning systems to make sure that fisherfolk and other people living in highly vulnerable areas, essentially below sea level, get the information that they need about incoming storm surges or cyclones, so that they can get out of harm’s way in time. So, I think, as Saleem says, there’s a whole raft of action that is going on now in some of the poorest countries to try to adapt to climate change. And that’s very welcome, and we’re working on that in partnership with many other organizations.
But as Saleem has also said, there are real limits here to what the poorest countries can do on their own. You only have to look at the amount of money that rich countries are spending on adaptation. In the U.S., for example, I think the Congress approved something like $60 billion for the recovery efforts following Hurricane Sandy in New York. I mean, those are the orders of magnitude that we’re talking about in terms of dealing with this problem. Another example from the U.S. is the amount of money that—public money that’s currently being spent to support farmers in the U.S. to deal with climate impacts or to insure their crops, something on the order of a billion or so—for a billion dollars of public money going in to support the insurance schemes that protect farmers in the U.S. in the wake of losses like we’ve seen from the droughts in 2012 or currently ongoing in California. Now, that’s—those are huge sums of money, of public money, being invested by rich countries in their own protection, their own adaptation, their own preparedness for climate impacts. Poorest—the poorest countries on the planet simply don’t have those resources to draw upon. They are investing some of their money, but they need more support from the international community, from the rich countries that, in the end, have emitted most of the greenhouse gases into the atmosphere. And it’s they that are responsible for providing some of that money to make sure that the poorest people, who are least responsible for this problem, get the kinds of resources that they need to adapt.
And the example that you gave from Zimbabwe is important, because it’s an example, actually, of the limits to adaptation. And although we can do a lot and we must do a lot to adapt to climate change, we’re also starting to see already in some instances that there are limits to adaptation. You can’t adapt to any types of climate impacts. And that particular example in Zimbabwe is of an irrigation scheme where it helps the local community to deal with more erratic rainfall, but when you get very extreme droughts, the water table drops so low that there is not enough water pressure to get water into the system. And it just goes to highlight that in the end, although we must increase our efforts to adapt very rapidly, unless we also reduce our greenhouse gas emissions, the levels of global warming we’re going to see will also surpass our adaptive capacities within the next two, three, four decades. And so, it’s absolutely critical that we scale up adaptation, but at the same time we drive down greenhouse gas emissions. That’s the only way to protect the poorest people on the planet from going hungry because of climate change.
AMY GOODMAN: I want to turn to a report released the same day as the IPCC report by the Nongovernmental International Panel on Climate Change, or NIPCC. The study was funded completely by the Heartland Institute, a think tank that’s systematically questioned climate change. This is what the report had to say about global warming: quote, "A modest warming of the planet will result in a net reduction of human mortality from temperature-related events. More lives are saved by global warming via the amelioration of cold-related deaths than those lost under excessive heat. Global warming will have a negligible influence on human morbidity and the spread of infectious diseases, a phenomenon observed in virtually all parts of the world," they said. Tim Gore, can you comment on this pushback, but also talk about the kind of momentum, if there is momentum, leading not just to Peru next year, but the binding summit that will take place in Paris in 2015? The Heartland Institute may not be significant in the world, but in the United States it’s part of that force that’s trying to prevent any kind of binding action on climate change.
TIM GORE: Yeah, and this is—you know, goes back to the problem of corporations like Exxon, the powerful economic interests that are currently profiting from our high-carbon economic model and that stand to lose the most from a transition to a low-carbon, fair alternative. And, you know, we know that, when you can track the financing from those groups into groups like the Heartland Institute and others that are lobbying the U.S. government, lobbying interests also in Brussels, trying to prevent the European Union from taking more ambitious action on climate change, lobbying in the Australian context, as well, and are behind many of the more aggressive steps that the Australian government has taken on climate change in recent months, as well. So, this is an incestuous influence of the fossil fuel industry. We’re seeing it in our planet politics all around the world, and it’s working directly against the interests of the poorest and the most vulnerable people on the planet, who are already being impacted by climate change.
And we have to stand up to that. And I think that’s why you’re seeing an increasing movement starting to build, starting to swell, with strong roots there in the U.S. around divestment, around starting to say, actually, if we want to get serious about tackling this problem, there’s no question of a partnership with some of these energy companies. They simply don’t have any interest in seeing climate change tackled. What we have to do is we have to get the money, the investment, out of those companies and into cleaner, sustainable, renewable energy alternatives.
AMY GOODMAN: Saleemul Huq, we just—
TIM GORE: And that, I think—
AMY GOODMAN: We just have 15 seconds, if you could comment from London on that point of where you’re going from here? And, Michael Oppenheimer, 15 seconds, as well.
SALEEMUL HUQ: Well, I think, you know, to cite the example of the fossil fuel companies that you mentioned, it’s like they are the drug suppliers to the rest of the world who are junkies and are hooked on fossil fuels. But we don’t have to remain hooked on fossil fuels. Indeed, we are going to have to cut ourselves off from them if we want to see a real transition and prevent the kinds of temperature rises that I mentioned, up to 4 degrees. The only way is to wean ourselves off the fossil fuels that we use at the moment.
AMY GOODMAN: Professor Oppenheimer?
MICHAEL OPPENHEIMER: I just want to point out it’s not just a problem for the rest of the world. Just think about Hurricane Sandy. Think about how hard it was to deal with that storm. That’s today’s storms. Think about what happens over the next 10, 20, 30 years, when sea level goes up and the storms, in all cases—in most cases, get worse.

(Photo: AP/Bradley C Bower)In the 35 years since the March 28, 1979, explosion and meltdown at Three Mile Island, fierce debate has raged over whether humans were killed there. In 1986 and 2011, Chernobyl and Fukushima joined the argument. Whenever these disasters happen, there are those who claim that the workers, residents and military personnel exposed to radiation will be just fine.
Of course we know better. We humans won’t jump into a pot of boiling water. We’re not happy when members of our species start dying around us. But frightening new scientific findings have forced us to look at a larger reality: the bottom-up damage that radioactive fallout may do to the entire global ecosystem. 
When it comes to our broader support systems, the corporate energy industry counts on us to tolerate the irradiation of our fellow creatures, those on whom we depend, and for us to sleep through the point of no return.
Case in point is a new Smithsonian report on Chernobyl, one of the most terrifying documents of the atomic age.
Written by Rachel Nuwer, “Forests Around Chernobyl Aren’t Decaying Properly” cites recent field studies in which the normal cycle of dead vegetation rotting into the soil has been disrupted by the exploded reactor’s radioactive fallout. “Decomposers—organisms such as microbes, fungi and some types of insects that drive the process of decay—have also suffered from the contamination,” Nuwer writes. “These creatures are responsible for an essential component of any ecosystem: recycling organic matter back into the soil.”
Put simply: The microorganisms that form the active core of our ecological bio-cycle have apparently been zapped, leaving tree trunks, leaves, ferns and other vegetation to sit eerily on the ground whole, essentially in a mummified state.
Reports also indicate a significant shrinkage of the brains of birds in the region and negative impacts on the insect and wildlife populations.
Similar findings surrounded the accident at Three Mile Island. Within a year, a three-reporter team from the Baltimore News-American cataloged massive radiation impacts on both wild and farm animals in the area. The reporters and the Pennsylvania Department of Health confirmed widespread damage to birds, bees and large kept animals such as horses, whose reproductive rate collapsed in the year after the accident.
Other reports also documented deformed vegetation and domestic animals being born with major mutations, including a dog born with no eyes and cats with no sense of balance.
To this day, Three Mile Island’s owners claim no humans were killed by radiation there, an assertion hotly disputed by local downwinders.
Indeed, Dr. Alice Stewart established in 1956 that a single X-ray to a pregnant woman doubles the chance that her offspring will get leukemia. During the accident at Three Mile Island, the owners crowed that the meltdown’s radiation was equivalent “only” to a single X-ray administered to all area residents.
Meanwhile, if the airborne fallout from Three Mile Island and Chernobyl could do that kind of damage to both infants and the nonhuman population on land, how is Fukushima’s continuous gusher of radioactive water affecting the life support systems of our oceans?
In fact, samplings of 15 tuna caught off the coast of California indicate all were contaminated with fallout from Fukushima.
Instant as always, the industry deems such levels harmless. The obligatory comparisons to living in Denver, flying cross country and eating bananas automatically follow.
But what’s that radiation doing to the tuna themselves? And to the krill, the phytoplankton, the algae, amoeba and all the other microorganisms on which the ocean ecology depends?
Cesium and its Fukushima siblings are already measurable in Alaska and northwestern Canada. They’ll hit California this summer. The corporate media will mock those parents who are certain to show up at the beaches with radiation detectors. Concerns about the effect on children will be jovially dismissed. The doses will be deemed, as always, “too small to have any impact on humans.”
But reports of a “dead zone” thousands of miles into the Pacific do persist, along with disappearances of salmon, sardines, anchovies and other ocean fauna.
Of course, atomic reactors are not the only source of radioactive fallout. Atmospheric bomb testing from 1945 to 1963 raised background radiation levels throughout the ecosphere. Those isotopes are still with us.
Burning coal spews still more radiation into our air, along with mercury and other lethal pollutants. Fracking for gas draws toxins up from the earth’s crust.
Industry apologists say reactors can moderate the climate chaos caused by burning those fossil fuels. But fighting global weirding with atomic power is like trying to cure a fever with a lethal dose of X-ray.
On a warmed, poisoned planet, the synergistic impact of each new radioactive hit is multiplied. All doses are overdoses.
In 1982, Adm. Hyman Rickover, founder of the nuclear navy, put it this way:
Until about two billion years ago, it was impossible to have any life on earth; that is, there was so much radiation on earth you couldn’t have any life—fish or anything.
Gradually, about two billion years ago, the amount of radiation on this planet ... reduced and made it possible for some form of life to begin, and it started in the seas. ...
Now, when we are back to using nuclear power, we are creating something which nature tried to destroy to make life possible. ...
But every time you produce radiation, you produce something that has life, in some cases for billions of years, and I think there the human race is going to wreck itself, and it’s far more important that we get control of this horrible force and try to eliminate it.
We know from Dr. Alice Stewart the dangers of even a single X-ray to a pregnant human. And from Dr. John Gofman, former chief medical officer of the Atomic Energy Commission, that nuclear power is an instrument of “premeditated mass murder.”
At Three Mile Island, the mutated vegetation, animal and human infant deaths still remain a part of the immutable record.
Chernobyl still lacks a permanent sarcophagus, leaving the surrounding area vulnerable to continued radiation leakage. Fukushima daily dumps more than 300 tons of radioactive water into the Pacific. The stacks and spigots are still gushing at more than 400 reactors across the globe. The next disaster is already in progress.
The good news is that the same green energy technologies that can bury nuclear power can take the fossil burners down with them. They create jobs, profits, ecological harmony and peace. They’re on a steep trajectory toward epic success.
As the reactor industry’s lethal isotopes gut our ecosystems, from bottom to top, our tolerance for these “safe doses” falls to zero. We may not fall over dead from them immediately, but the larger biospheric clock is ticking. We need to act.
